I think my choice of the term "ROV" was mainly my fault in not understanding the industry lingo, I suppose. I had made the assumption that an ROV could refer to any remote operated vehicle, and that it wasn't specific to underwater vehicles, but I guess it is. Aerial vehicles are of course called UAVs (Unmanned Aerial Vehicle).
Another interesting term that is likely obsolete, is "telechir" (see "Robots and Telechirs" by M.W. Thring, 1983, ISBN 0-85312-274-1 and 0-470-27465-4 for an interesting look).
Anyhow, I am still working on it, and I am currently focused on the hardware. I am working on learning about the Parallax BASIC Stamp 2 OEM module I constructed, and how to interface it to the motors on the platform. I am also planning on releasing some video of the current chassis, showing it in action (I may be able to get a video off the camera, if I can get it captured properly).
BTW - is anyone out there reading this stuff? Give me some more feedback! Thanks...
